Selected Government Agencies Supporting SMEs

The support of the local government is vital in ensuring the successful development of SMEs in any country. Currently, at least 18 local ministries and 60 government agencies are actively involved in the development of Malaysian SMEs.

The SMEs in Malaysia are fortunate to have the full support of the local government in all aspects of their operations. The government ministries and their agencies provide assistance in disseminating information, technical expertise, training, financing, etc. Below are some of the ministries and government agencies that support SMEs:

CYBERSECURITY MALAYSIA
CyberSecurity Malaysia, an agency under the Ministry of Science, Technology and Innovation (MOSTI), was officially launched in August 2007 with the objective of acting as a one-stop coordination centre for all national cyber security initiatives. The agency aims to:
•    Reduce vulnerability of ICT systems and networks.
•    Nurture a culture of cyber security amongst users and critical sectors.
•    Strengthen Malaysian self-reliance in terms of technology and human resources.

CYBERVIEW SDN BHD
Established in October 1996, Cyberview Sdn Bhd, a Government-owned company and landowner of Cyberjaya, has been mandated to spearhead the development in Cyberjaya. As the landowner of Cyberjaya, Cyberview’s mission is to realize Cyberjaya as a nucleus of the MSC Malaysia and as global hub and preferred location for ICT, Multimedia and Services for innovation and operations; and to fulfil specific Government initiatives in support of Malaysia’s Vision 2020. Cyberview’s main objective is to ensure the development of Cyberjaya in accordance with the Government guidelines and aspirations and to also advise the Government on MSC/Cyberjaya development matters.

DEPARTMENT OF SKILLS DEVELOPMENT (DSD)
The Department of Skills Development (DSD), formerly known as The National Vocational Training Council, is one of the agencies under the Human Resource Ministry, responsible for the co-ordination and control of skills training as well as career development in skills training, in line with the implementation of the National Skills Development Act, 652 (2006) on September 1, 2006. DSD’s mission is to develop skilled (k-pekerja) and competitive manpower resources while its vision is to be a world class leader in skills development of manpower resources.

FEDERAL AGRICULTURAL MARKETING AUTHORITY (FAMA)
The Federal Agricultural Marketing Authority (FAMA) is an agency under the Ministry of Agriculture and Agro-based Industry. Set up as a statutory body in 1965, FAMA is responsible in the supervision, coordination, regulation and improvement of the marketing of agricultural products, which include fruits and vegetables, for domestic, export and import markets.

As the Government’s marketing arm for agricultural products, FAMA organises marketing activities, set targets and product standards, monitor performance, develop marketing strategies and tools as well as initiate innovative programmes to promote Malaysian agricultural products.

FISHERIES DEVELOPMENT AUTHORITY OF MALAYSIA
The Fisheries Development Authority of Malaysia or Lembaga Kemajuan Ikan Malaysia (LKIM) was established in 1971 with the objectives of upgrading the socio-economic status of fishermen and developing the nation’s fishing industry. In line with these aspirations, various strategies and development programs have been formulated with the aim of achieving these objectives.

MAJLIS AMANAH RAKYAT (MARA)
MAJLIS AMANAH RAKYAT (MARA) or Council of Trust for the Bumiputera, an agency under the Ministry of Entrepreneur and Co-operative Development (MECD), was incorporated as a statutory body in March 1966. MARA was entrusted with the responsibility to promote, stimulate, facilitate and undertake economic and social development of the people particularly in the rural areas thereof. The objective of MARA is to encourage, guide, train and assist Bumiputera to enable them to participate actively and progressively in small and medium scale commercial and industrial enterprises towards creating a strong and viable Bumiputera Commercial and Industrial Community (MPPB).

MALAYSIAN HANDICRAFT DEVELOPMENT CORPORATION
The Malaysian Handicraft Development Corporation, widely known as Malaysian Handicraft or Kraftangan Malaysia, was established in 1973. It is an agency under the Ministry of Culture, Arts and Heritage, Malaysia and is the country’s leading craft agency, playing a vital role in promoting and developing the handicraft industry in Malaysia.

MALAYSIAN INDUSTRIAL DEVELOPMENT AUTHORITY (MIDA)
The Malaysian Industrial Development Authority (MIDA) is the government’s principal agency for the promotion of the manufacturing and services sectors in Malaysia. MIDA assists companies which intend to invest in the manufacturing and its related services sectors as well as facilitates the implementation and operation of their projects. The wide range of services provided by MIDA includes providing information on the opportunities for investment and facilitating companies which are looking for joint venture partners.

To further enhance MIDA’s role in assisting investors, senior representatives from key government agencies are stationed at MIDA’s headquarters in Kuala Lumpur to advise investors on government policies and procedures. These representatives include officials from the Ministry of Finance, Ministry of Human Resources, Immigration Department, Royal Malaysian Customs, Department of Environment, Department of Occupational Safety and Health, Tenaga Nasional Berhad and Telekom Malaysia Berhad.

MALAYSIAN SCIENCE AND TECHNOLOGY INFORMATION CENTRE (MASTIC)
MASTIC was established in 1992 as a division under the Ministry of Science, Technology and the Environment (MOSTE) to collect and disseminate local S&T information. The wealth of information it provides serves to support and accommodate the basis for decision making, priority setting, planning and implementing R&D policies, research collaboration, commercialization and technology marketing. Through its S&T portal, MASTIC keeps you abreast of the latest R&D and S&T information in Malaysia, providing invaluable information to policy makers, researchers, students as well as entrepreneurs. While MASTIC collects information from various research organizations, it also conducts its own national S&T and R&D surveys, which form the basis for National S&T indicators.

MALAYSIA UNIVERSITY OF SCIENCE AND TECHNOLOGY
Malaysia University of Science and Technology (MUST) was founded on a collaborative programme between MUST Ehsan Foundation and the Massachusetts Institute of Technology (MIT) USA. MUST serves and operates as a not-for-profit, post-graduate research university and seeks to provide a fully integrated and balanced post-graduate education. The University is funded by the government in the form of a conditional grant to train highly skilled researchers and scientists for Malaysia in the areas of science, engineering and information technology especially biotechnology, energy, telecommunications, software applications, animation, and intelligent transportation systems.
