Ministry of Science, Technology and Innovation (MOSTI)

The Ministry was first established in 1973 as the Ministry of Technology, Research and Local Government. Subsequently, with the growth of national imperatives it was invested with additional responsibilities as the lead agency on environmental matters and reassigned as the Ministry of Science, Technology and Environment (MOSTE) in 1976. In March, 27, 2004, MOSTE was restructured and the Ministry of Science, Technology and Innovation (MOSTI) was formed.

Vision & Mission
MOSTI’s vision is quoted as “Science, Technology and Innovation for knowledge generation, wealth creation and societal well-being”. In line with this vision MOSTI’s main role is to harness Science, Technology and Innovation (STI) and human capital to value-add the agricultural and industrial sectors and to develop the new economy, particularly through information and communications technology (ICT) and biotechnology.  

Strategies & Thrusts
MOSTI's Strategic Focus Areas are in line with the thrust areas outlined in the National Mission 2006 – 2020. Thrust One advocates moving the economy up the value chain. This involves increasing productivity and competitiveness in agriculture, manufacturing and services sectors and generating new sources of wealth in technology and knowledge-intensive sectors. Thrust Two on the other hand advocates raising the country's capacity for knowledge, creativity and innovation and nurturing first class mentality. This envisages that knowledge and innovation will be key determinants of Malaysia’s success as a Knowledge Based Economy (KBE) and that enhancing innovation systems will encourage top quality R&D and its commercialisation.
MOSTI Clusters
In February 2007 the new entity of MOSTI introduced the cluster approach. The five clusters formed were Biotechnology, ICT, Industry, Sea to Space and S&T Services. 2007 also saw the introduction of the National Innovation Model which focuses on 2 approaches with Approach 1 being Market Driven Innovation (MDI) and Approach 2 being Technology Driven Innovation (TDI). Both of which have a significant impact on the ICT sector.

ICT Cluster
The ICT Cluster, under the coordination of the ICT Division, is geared towards achieving the nation’s ICT targets to accelerate realization of Malaysia’s aspirations to become a knowledge-based economy.

The cluster comprises the following agencies:

i. MIMOS Berhad,
ii. Multimedia Development Corporation Sdn Bhd (MDeC),
iii. CyberSecurity Malaysia, and  
iv. MYNIC Berhad

Policies formulated by MOSTI which have bearing on the ICT industry  include:
•    National ICT Roadmap
•    National Biotechnology Policy
•    National Cyber Security

MOSTI’s main goals are to generate knowledge to spur economic advancement through human capital and intellectual property development; to value-add the existing sources of wealth and create new sources towards elevating national competitiveness and ensuring economic advancement; as well as to enhance societal well-being and improve the standard and quality of life.
