Ministry of Energy, Water and Communications (MEWC/KTAK)

The Ministry of Energy, Water and Communications (MEWC) was established on March 27, 2004 replacing the Ministry of Energy, Communications and Multimedia. Its role is to administer and manage the nation's energy, communications (infrastructure), postal services and water functions.

 

The main focus of Ministry of Energy, Water and Communications, Malaysia is the development of key infrastructure and services that will propel the development of ICT. MEWC will ensure an equitable provision of affordable services over the national infrastructure.


Role

The Ministry’s vision is to be the principal catalyst for the development of a dynamic and robust energy, water and communications industry in the country. It aims to achieve this vision by developing and formulating strategic and innovative policies, self-regulatory framework and establish a vibrant, effective and efficient management system. Its role today is more as a policy formulator and service regulator for the Energy, Water and Communications sectors.

 

The main thrust for the Ministry is to facilitate and regulate the growth of industries in these sectors to ensure the availability of high quality, efficient and safe services at a reasonable price to consumers throughout the country. In the meantime, the regulatory function of the Ministry is undertaken through its regulatory bodies, namely, the Energy Commission and the Malaysian Communications and Multimedia Commission (MCMC).

 

ICT Focus
In the realm of ICT the main focus of MECW is the development of key infrastructure and services that will have maximum impact in propelling the development of ICT and provides a connected environment. This includes modern communications, encompassing both telecommunications and broadcasting, multimedia, networks and related applications which are all now ICT based.

 

MCMC, MEWC’s special agency – is responsible for issuance of licenses under the Communications and Multimedia Act 1998, the Postal Services Act 1991 and the Digital Signature Act 1997. MCMC which acts as the convergence regulator for the communications sector ensures a more streamlined and effective licensing and regulatory process for the communications industry and promotes more rapid convergence through its licensing regime in all markets.

 

MEWC’s efforts in the development of communications infrastructure and services has great impact on the social and economic development of the country.
