Multimedia Development Corporation Sdn Bhd (MDeC) which is incorporated under Companies Act of Malaysia is owned and funded by the Malaysia Government. MDec has been invested with the primary responsibility of overseeing MSC Malaysia and to ensure that it will achieve all its objectives.

The process began in 1994, when the former Malaysian Prime Minister was alerted about the rising value of multimedia. Subsequently in 1995 a joint study was carried out to find out why companies were reluctant to come to Malaysia. The results of the survey indicated that it was due to poor telecommunications infrastructure, equity, tax, immigration and intellectual property issues, and high level of bureaucracy involved in starting a business. This led to the setting up of the MDC which was subsequently renamed MDeC in a rebranding exercise in 2006.

National Level

The roles of MDec are necessarily multi pronged. It plays an important role in advising the government on IT legislation and policies and help shape MSC Malaysia-specific laws, policies and MSC Malaysia-specific practices as well as set world-class standards for MSC Malaysia’s information infrastructure and urban development.

Global Focus

In order to further accelerate MSC Malaysia as a global IT hub MDeC actively markets MSC Malaysia globally. To help achieve its purpose it selects its target markets and sets up office in those with high potential. Todate MDeC has set up overseas offices in Dalian, Beijing and Shanghai, China and Bangalore, India.

Sectorial Growth

MDec actively markets MSC Malaysia to attract world class companies to be located here. It also nurtures home grown Malaysian SMEs to compete better locally, regionally and even globally. To facilitate companies to set up their operations in MSC Malaysia, MDeC plays the roles of champion, facilitator, and partner.

MDeC’s aim is to ensure the success of its investors i.e. MSC Malaysia-status companies, by ensuring that they are provided with all that they require. To achieve this aim it cuts through bureaucracy to provide information and advice on MSC Malaysia, expedites permit and license approvals and introduces companies to potential high value business partners locally and also financiers.

As a platform to build a competitive cluster of local ICT companies and a sustainable ICT industry, MSC Malaysia targets to continue attractin more  MSC Malaysia Status companies to 4,000 by 2010. This expansion in the MSC status company pool is targeted to create some 100,000 new jobs and generate about 1,400 new intellectual properties.

Networks

Capitalising on joint efforts and active networks MDeC also works with other government entities and private organisations to ensure that MSC Malaysia continues to be the nucleus for innovation in the region for the creation of outstanding IT products, solutions and services.

Cyberspace

One of MDeC market driven strategies is to widen the growth of the MSC nationwide. This it achieves through the active roll out of MSC Malaysia areas where currently there are approximately 11 cybercities/cybercentres throughout Malaysia and the list is expected to expand further.

MDeC works closely with various parties and government agencies to ensure that MSC Malaysia continues to offer a conducive enabling environment for companies to harness the full potential of ICT and

multimedia technologies.
