In January 1998, the National Information Technology Council (NITC) made the decision to establish a national network security and accreditation agency. This led to  the National ICT Security and Emergency Response Centre (NISER) being officially launched as a unit within MIMOS Berhad (Malaysian Institute of Microelectronics System) on 10 April 2001.

This was followed on 28 September 2005 by NISER being separated from MIMOS Berhad and established as a Company Limited by Guarantee under the purview of the Ministry of Science, Technology and Innovation (MOSTI).

On 7th April 2006 NISER was given the mandate to carry out the function of national cyber security agency. Subsequently on 30 March 2007, NISER was given additional responsibilities and an elevated role. To reflect its new role it was renamed CyberSecurity Malaysia, and officially launched by the Prime Minister on 20 August 2007.
