Malaysian Communications and Multimedia Commission

In November 1998, Malaysia adopted a convergence regulation model with regards to the communications and multimedia industry whereby two new legislations were enacted to give effect to the new regulatory model: the Communications and Multimedia Act 1998 which set out a new regulatory licensing framework for a convergent communications and multimedia industry and the Malaysian Communications and Multimedia Commission Act (1998) which provided for the establishment of the Malaysian Communications and Multimedia Commission (MCMC) on 1 November 1998.

 

Hence, the regulation of the communications and multimedia industry is now undertaken by the Malaysian Communications and Multimedia Commission. On 1 November 2001, the Malaysian Communications and Multimedia Commission also took over the regulatory functions of the Postal Services Act 1991 and the Digital Signature Act 1997.

 

Goals
MCMC is entrusted with the role of promoting and regulating the communications and multimedia industry and enforcement of the communications and multimedia laws in Malaysia.

 

Its primary responsibility is to implement and promote the Government's national policy objectives for the communications and multimedia sector and to oversee the new regulatory framework for the converging industries of telecommunications, broadcasting and on-line activities. The regulations encompass Economic regulation, Technical regulation, Social regulation and Consumer protection.

Consumer Responsibilities

In protecting consumer interests MCMC regulates and promotes the communications and multimedia industry encompassing telecommunications, broadcast, Internet services, postal and courier services, and digital certification.

 

In its multiple roles and responsibilities the MCMC balances the overall interests of the consumer, industry and investor. It also ensures that consumers have access to competitive pricing, wide choices, quality of service, and suitable broadcast content for Malaysians at affordable price in addition to endeavours to overcome the digital divide.


MCMC’s vision is to be a globally competitive, efficient and increasingly self-regulating communications and multimedia industry generating growth to meet the economic and social needs of Malaysia.

I am celcom 1 + 5 line user. I have asked Celcom. to check my bill record of this line 0192229550 for all these 6 months. Recently I have received so many SMS stated RM4.00 , which is not belong/request my me. Someone is keep charging me unknowingly. I felt, CELCOM doesn't care for customers and allowing so many fraud companies charging customers like me.
Last year I had same issue until I have cancel the phone line. NOW this year it happens at 2 of my lines.

I think I need to make a police report on what is happening.

I have another number 019-212-9550 is also facing a high bill which someone is stealing / charging for the unknown SMS RM4.00 so many times.

So many SMS from http://http://g.zm.my/ . I felt they are fraud

Please advise.
